help please have been looking for a movie that involves a bad guy that every time he is going to fight he tears up a japanese fan and when finished opens up another one.

also one of the good guys is called master but he is all over town drunk and they step on his knuckles. He has become afraid and even hears when they rape a woman he likes from the restaurant. Also the other two good guys one gets his leg hurt and the other his arm by the same villain and then team up with the master to beat the bad guy which to me looks a lot like David Carridine.

please help me find it.
