Dragon movie with baddy who takes peoples eyes out in jar

Help have been trying for years to find the name of a movie i saw when young in the 70s, i think it was a double aa so i shouldnt have gone it involved kung fu and a master who took peoples eyes out with kung fu and put them in a jar, do you know what it is i thought it was bruce lee, but now dont know Mary x
