I thnk the name was "karate killers"

I seen this movie on KUNG FU theater (back in 70'- 80s) This movie was about a man (possibly) an emperor, i say this because men carried him around in a carrier. This villain had razer blades braided into his long ponytail, which he uses like a whip when he is fighting. I took two men fighting together to defeat him. One on good guy caught the ponytail with his teeth, pulling the bow off the ponytail came loose, no longer a deadly whip.
