Lost this movie when grandpas house burned down

Well, I have been thinking about this movie from about June 2002 to present day sep 2011.
It has me and my cousins baffled! If any advice can be given please forward it to me at Daniel.t.Rodriguez@Erac.com

So the movie starts as a stranger enters this crime ridden, corrupt town. The stranger then walks into a jailhouse. There he claims his desk, and puts the lazy jailers in their place; and meets the prisoners and prison guards. He has a task for ALL of them with freedom being the ultimate reward. He takes them on a journey and when some try and flee, they are killed. Some protagonists in the film are a prisoner that is good with knives( he dies at end). Another protagonist prisoner( he is huge and ogre-like/ shrek) has an old mother and blind daughter, before he leaves on this journey he is granted special permission to say goodbye to them, and then regains the group. The group meets several antagonists along the way including 2 brothers/ friends that fight as one; basically the smaller ( who is monkey-like) jumps on the broader ones shoulders and they fight with an advantage versus all others. The end of the movie, they are at a dojo or training facility ( indoor/ outdoor) the main bad guy is a snake master. He kills off many warriors, including a proven hero, the one with the knives. He is beaten by both the big guy (from the beginning with the mom and daughter,)
and the main character. The main character is left scraped, cut and bloody from the snake masters claws. They are the only 2 survivors out of the initial 50/60 people that set out on this dangerous journey.
That is all I have from my memory. We used to watch this movie everyday as kids, but don't remember the name at all! I believe it has the word "dragon" in it's title but don't quote me on that. If anyone can help let me know! Thank you for taking the time to read this post, I rarely participate in posts like this so hopefully this will be a positive experience and I'll pay it forward some day.
